Suspect Caught In Domestic Related Homicide

As reported earlier, officers responded to 702 Foundation Drive on May 22, 2019 in response to a 911 call reporting two stabbing victims that resulted in the death of 22-year-old Kelsea Alexis Lamb.

On Thursday, May 23, 2019 at approximately 5:50 AM, officers with the Livingston Police Department spotted Mr. Price in the 2012 Infinity Q25 previously described. Attempts to stop and apprehend him failed resulting in a pursuit. The pursuit traveled to Algood on Highway 111 near Quinland Lake Road where officers employed the Precision Immobilization Technique (PIT Maneuver) causing the vehicle to spin to a stop ending the pursuit. Andrew Ray Price was taken into custody and transported to the Putnam County Jail where his bond is currently set at $550,000.

The investigation and apprehension of Mr. Price was a multi-agency effort. We want to thank the District Attorney’s Office, the Putnam County Sheriff’s Office, the Overton County Sheriff’s Office, the Clay County Sheriff’s Office, the Baxter Police Department, the Algood Police Department, the Livingston Police Department, the Tennessee Highway Patrol, and the Tennessee Department of Children’s Services and commend our own detectives for the hard work they put forth to help achieve this result.

Cookeville, TN – On May 22, 2019, officers responded to 702 Foundation Drive in response to a 911 call reporting two stabbing victims. When officers arrived, they found two adult females suffering from stab wounds. Officers and personnel from the Putnam County Emergency Medical Service (EMS) immediately began life saving measures on one of the victims while the second victim suffered a non-life threatening wound. Both victims were transported to the Cookeville Regional Medical Center for treatment. Kelsea
Alexis Lamb, age 22, was pronounced deceased shortly after arrival. Kayla Renee Dailey, age 28, was treated and released.

Detectives with the Cookeville Police Department conducted an investigation that included an extensive examination of the scene along with interviews of several potential witnesses. The investigation indicated that Andrew Ray Price, age 38, had gotten into an argument with Miss Lamb. In that argument, he assaulted and stabbed her. When Miss Dailey attempted to intervene, she was also stabbed by Mr. Price. He then fled the scene in Miss Lamb’s 2012 gray or silver Infinity G25 four door sedan.

The Cookeville Police Department currently holds arrest warrants for Mr. Price on the charges of second degree murder, aggravated assault, felony theft and violation of bond conditions. Mr. Price’s bond conditions stemmed from a previous domestic incident involving Miss Lamb. Law enforcement from several agencies have been involved in a pursuit attempting to apprehend Mr. Price.

Those attempts have failed. He was last seen in the Clay County area. We are asking the public for your help in locating this suspect. If you know the whereabouts of Mr. Price, do not approach.
