Putnam County Notable Arrests July 2, 2019

Terrence Phillips,21, of Cookeville, TN, was charged with Contributing to the Delinquency of a Minor and Statutory Rape. According to the warrant, Phillips was found with a fifteen year old female after he had picked up the juvenile from her home without her parents consent. Phillips’ total bond is $31,000.

 

Matthew Rizor, of Cookeville, TN, was charged with Domestic Assault and Interference with Emergency Calls. According to the warrant, Cookeville Police responded to a domestic call on Miller Road. Allegedly, when police arrived they found Rizor’s girlfriend with a bloody and swollen lip from where Rizor had allegedly slapped her across the face. Reports also state that as the victim tried to call 911 Rizor grabbed her phone and smashed it on the ground. Rizor’s total bond is $4,500.

 

Emily Birdwell, of Baxter, TN, was charged with Violation of Order of Protection. Birdwell was originally charged with the Violation of Order of Protection in February 2019 against her mother. Birdwell was instructed not to contact the victim. Allegedly, when Birdwell was released from jail on June 30, 2019, she called a taxi and asked to be taken to her mother’s home. Police arrived at the residence and arrested Birdwell. According to the report, this is Birdwell’s 7th offense. Birdwell’s total bond is set at $10,000.

 

Daniela Smith, of Alpine, TN, was charged with the Manufacture, Deliver, Sell or Possession of Methamphetamine, Driving While In Possession of Methamphetamine, Resisting Arrest and Driving On A Suspended or Revoked License. According to the warrant for Smith, a Cookeville Police Officer stopped a vehicle on Highway 111 N. for a dark window tint. The officer identified Smith as the driver and noticed her acting in a nervous fashion. A K9 unit was called and the dog allegedly alerted to the vehicle. A search revealed countless baggies, a set of digital scales, a spoon, $2,410 and 8 grams of what appeared to be Methamphetamine. Smith’s two year old child was allegedly in the backseat of the vehicle at the time. Smith’s total bond is set at $11,500.
